TFS Power Tools - Process Template Editor - Validation Error: The description property is required.

I was customizing a Process Template and had customized a few thing directly in the xml files. I then used the Team Foundation Server Power Tools Process Template Editor to modify a few other settings. But when saving the template I got the above Validation Error message. Now I had changed a few things around so I could not immediately figure out what xml file (or setting) I had to update/fix. It took some diffing with WinMerge; comparing my template with the default (CMMI) template to figure out what I had changed and where the problem could be.

It turned out that the GroupsandPermissions.xml was the problem file; I had added a new group with an empty description attribute:

        <group name="Business" description="">
          <permissions>
            <permission name="GENERIC_READ" class="PROJECT" allow="true" />
          </permissions>
        </group>

Adding an actual description (non-blank) resolved the Validation Error.

        <group name="Business" description="Business">
          <permissions>
            <permission name="GENERIC_READ" class="PROJECT" allow="true" />
          </permissions>
        </group>
